Melanie Pagliaro

Melanie Pagliaro brings to H2C valuable insight from having served as a budget analyst for the Speaker and Majority Leader of the West Virginia House of Delegates, and also the House Finance Committee. She also served as a research analyst for several joint committees, including the Joint Committee on Finance and Government. In addition, Pagliaro served as director of legislative services for the Department of Health and Human Resources and as senior policy analyst in the Office of the Governor.

Prior to her service in state government, Melanie spent more than 10 years working for non-profits where she lobbied for associations, managed educational conferences and built teams and coalitions. During that time, she was chief executive officer for Greenbrier Community Services and Community Resources, Inc.

As part of H2C, Pagliaro serves as the Executive Director of the West Virginia Physical Therapy Association. She coordinates the efforts of the association, including organizing meetings and conferences, communication with the membership and represents the association’s interests to the members of the West Virginia Legislature.
